eCoalitions, LLC was founded in the State of Kansas in 2017 by by Gary Martin. In 2018, the company relocated to Florida. HIs web design & technical consulting skills were developed beginning in the early 1990s.
Gary retired in 2017 as the Public Health Preparedness Program Manager at the Johnson County Department of Health and Environment in Johnson County, the largest county in the State of Kansas. His leadership of the Public Health Emergency Preparedness Program included oversight of emergency planning, risk communications, training & exercise, and the Cities Readiness Initiative Program in the Kansas City Metropolitan Statistical Area which covered six counties in Kansas. The goal of the CRI program is to prepare metropolitan areas to respond to large scale public health emergencies by providing medical countermeasures to 100% of the defined population within 48-hours of a federal decision to do so. Gary was selected to lead the Region 15 Public Health Coalition prior to retirement. His greatest accomplishment at Johnson County was overseeing the Cities Readiness Initiative Program when all six counties under his purview received a readiness score 0f 100% from the Center for Disease Control and prevention (CDC) and/or the Kansas Department of Health and Environment (KDHE). He also prepared for and responded to Ebola. |
While at Johnson County, Gary created and managed a regional website for the Cities Readiness Initiative Program.
Prior to his role in Johnson County, Kansas, Gary served as the Kansas City Metro Hospital Emergency Preparedness Program Regional Coordinator, and as the Regional Hospital Emergency Preparedness Program Manager at The University of Kansas Hospital [Health System], the largest health system in the State of Kansas. Gary chaired the Hospital Emergency Management Committee, and the Hospital Medical Equipment Committee under the Environment of Care. Responsibilities included writing emergency operations plans for the hospital and all hospital owned facilities, training and exercise, Gary designed, built, and managed a regional website for the Kansas City Region Hospital Preparedness Program.
HIs greatest achievements while at KU was building an emergency preparedness program, essentially from scratch, as the first emergency manager in the Hospital's history, building an emergency management committee from the ground up, outfitting and re-establishing an amateur (HAM) radio program on campus, housing a portion of the strategic national stockpile, and coordinating emergency planning with Nascar, the Sprint Center, Kansas City Royals, and Kansas City Chiefs organizations (The University of Kansas Hospital [Health System] is the official healthcare provider to these organizations). He also helped prepare and respond to H1N1. Gary was also on the emergency planning team for an All-Star Game in Kansas City, Missouri and worked closely with Mid-America Regional Council Emergency Preparedness Committees. Gary helped manage an intranet website for the Environment of Care Department.
Prior to his role at The University of Kansas Hospital [Health System], Gary was a Fire Captain and Emergency Medical Technician in the City of Lenexa, Kansas. He was designated the Hazardous Materials Training Coordinator for the Department, and was certified as a Hazardous Materials Technician. Gary rose from the ranks of rookie, to EMT to driver, to Fire Captain during his 20 year career. His greatest accomplishment while at the City of Lenexa was co-founding a city employees racquetball tournament, and earning an AA Degree, Bachelors, and Master's Degree.
In the 1990s, Gary founded Kansas City First Aid, an American Health Association Training Site, American Safety & Health Institute Training Center, National Safety Council Training Center, and nation-wide first aid products and training provider. Gary created and managed an eCommerce website for Kansas City First Aid. His greatest accomplishments at Kansas City First Aid were becoming an American Heart Association Regional Faculty, and training countless doctors, nurses, and employees of numerous companies to respond to cardiac emergencies with confidence.
